Special effects is important if an artist is to stand out from the crowd. Sometimes people think the effects of a manga must be really hard to recreate, but not so, it is in fact, fairly easy. Especially with PCs now days.

Technique 1 - Spattering

Use the old toothbrush and carefully dip the frilled ends into white paint then use your thumb or a wire gauze and spray the white carefully onto the picture. Use a spare sheet of paper to practice so that you know you're getting the right amount and density you like before applying it to the picture!
