Added new rules, added new city descriptions in Maps/Places 

Added new pictures to the Gallery and Settings Pages, including Temple District Fashions and the pictures for the Halfling Trees setting. Added new channel #Arklain_Market for the Halfling Trees 

Added new commands for players and DMs alike.
!weather [City] (Typing !weather will result in a prompt with a list of cities available)
!time (Now functions properly for Temple district)
!buy [Item Type] [Item name] (eg: !buy weapon longsword)
The above command automatically draws money from your pockets.

Added new maps to maps/places and new settings also!
